I know what you're thinking...
How in the world am I supposed to get from ground zero to here?
Alot of small steps and large doses of caffiene: that's how I did it (seriously).
It didn't matter how many times I woke up and said "today's the day I'll paint like Monet", it still never happened. What really happened is: I fell in love with art making itself. Instead of sitting down and making myself create a masterpeice, I simply sat down and started creating: no goals, just strokes of paint. I used art as a means of self expression. I used art to cope.
So the simple way of saying this is: if you want to get good, you have to be willing to put alot of time into it. It took me MANY stick figures to get to the Waffle House painting.
All it takes is some passion, some drive and some style and... there you go: you've got yourself a hobby.
So what are you waiting for?
